HELP! New Chihuahua Owner

Hello pet owners! I just adopted Morty, my 9 week old Chihuahua! I have only owned cats and have a lot to learn about dogs in general. I was hoping to get any tips for owning a small dog. I find that when Morty is too cold he will not use the bathroom outside. I bought him a sweater but it is very big on him and his little paws get so cold when it rains. Morty weighs about 3lbs now and I cannot find him a harness or clothes that will fit. Any ideas where to get a small harness/clothes for a puppy? I am also not sure if I should wait to get him a harness until he is fully grown?
