What causes this?

My dog has a puss filled pimple on her neck. She's 14, this isn't the first one, and the vet says it's just a hot spot. They usually pop on their own and disappear in a day or two, but I'm sure it's uncomfortable for her. Is there any way I can prevent them?

Also, her stomach has a bunch of blackheads. I tried using some medicated shampoo (I think it's called anti fungal/bacteria shampoo) but that didn't seem to help much. TIA
