Do I need to give my dogs heartworm prevention medicine monthly, or is it a one time thing?
So basically my moms dog, Fifi had started scratching a lot lately. Since my mother is in love with the dog, she began to worry and brought her to the vet. They determined that she had fleas so while in the vet, my mother spent €118 buying shampoo, flea/tick spray and spot on treatment. I thought this was utterly ridiculous but can't help my mom when it comes to her dog. So flash forward about 2 days later, my mom is throwing all out clothes into the washing machine, getting a new bed for the dog, scrubbing the carpets and getting a spot on for My dog, Bluebell and my cat, Bell. (We didn't name the pets, they were rescused). We (and by we I mean the whole family) were annoyed mom was cleaning because it would throw her back out or neck and she'd be worse than before. She eventually stopped cleaning, every clothing item was cleaned and the bed was replaced. Fifi barely scratched but mom still thought there was a problem. So we brought her to the groomers so they could wash her with the new shampoo. There, she was told she still had fleas. My mom grew more tired and stressed and we all are annoyed at this at this point. My mom was quick to determine my dog, Bluebell, is the cause of the fleas. Bluebell is an outdoor dog who sleeps in our shed and when fifi goes out the pee or poop she'll play with bluebell. So I started snapping at my mom for thinking this because she had started saying we should sell her. I was furious. Then she was quiet for a good while before saying she should sell Fifi. I told her she's irrationally thinking and her logic was very flawed but she persisted. I don't know what to do at this point, no dog is being sold that's for sure but how do I fix this flea problem and how do I make mom happy again????

I've been in the process of trying to adopt a dog for the past month or so, I've been very thorough and selective through the whole process because I would be a first time dog owner. I would like a dog that would fit into my life style well, and is receptive to training.
The good news is, I THINK I might have found the dog.
The adoption organization and the foster parent both think this dog could be a good fit. Their only concern is that this dog has been living in a foster home with other dog brothers and sisters, and if I were to adopt this dog it would not have any other dog companions. This dog behaves great when it's around other dogs, but no one has any knowledge of how this dog will do when it's home alone, which it would have to be if I adopted it for a few hours every weekday.
My concerns are that this dog is a bit younger than I had originally planned. It's 3 years old, so not a puppy anymore, but I had been planning to adopt a dog that was 6 years old or older because I'm looking for a dog that's relatively calm and house trained. They say that this dog is house trained and only knows the command sit so far.
My other concern is that with some dogs, you can just kind of tell when they're happy, they smile in a sense. But in all of the videos and pictures I've seen of the dog in question so far, she has on a very serious expression. I'm nervous that I'd have a hard time telling if she was happy or annoyed at me. And in turn, I'm worried that since I don't have experience having a dog, that I wouldn't be able to meet her needs as well as someone else with more experience would.
Additionally, the foster parent has agreed to bring the dog to me since they have a car and I do not.

What should I look for when I meet this dog?

General tips/advice on how to get a better sense of what this dog is like.
