Dog advice?

Hi guys thank you for reading! So my family and I have a laborador since he was a puppy.

My boyfriend and I are moving by out and my parents are as well out of the original house. Our problem is trying to figure out which house would be best for our dog. He is now 14 years old. He has a problem going up stairs. Not because of pain but fear of falling. (he fell down the stairs once and now afraid).

My boyfriend and I's new house only has five steps. My dog still has a problem going up them but easier to get around. Our original thought was to adopt him because my parents new house has a giant flight of steps.

We are moved in with my dog for about 4 days and he cries constantly. Idk if it's because he is not situated in the house yet or really is heart broken and stressed. My dog is really attached to my dad. Should my dog be living with the person he is most connected with? (Which is my dad?) Or our house because the small steps help him get around better?

Is it rude to let my dogs run around and play during the day in my apartment?

I quickly found out my downstairs neighbors can hear my dogs playing (40 lbs each) so I obviously don't let them do it early in the morning or late at night.

I wrote them an apology letter and they've been super cool about it since. I don't want to be an asshole neighbor so I'm just wondering, do people think it's rude to allow dogs to play when you have downstairs neighbors? Especially if it's only during the day (between 10 am and 7 pm).

Also want to mention it's usually little spurts for like 10 minutes at a time, not all day.
