Dog Nails

I don't know if this is the right place to ask, but my dog is deathly afraid of getting his nails trimmed. He is a male pomchi and about 25 pounds. He will not let me get the clippers even close to his nails. I took him to the groomers one time and i came back to check on him an hour later hoping that they at least did something. However, once i got there they informed me that he freaked out and popped an eye blood vessel so they could not do anything. Since then I have been afraid to take him to the groomers. I try to walk him twice a day to try to grind down his nails, but I feel like thats not enough. I've tried treats that are supposed to help him calm down and they all seem to be pretty useless. Has anyone else been through this problem and have any solutions?
