[Vent] Leash your god damn puppy

I live in an apartment complex with a reactive GSD. This isn't normally a problem for us because we live in the corner of the complex where hardly anyone ever walks, we go when people are less likely to be out, and turn around when we do see other dogs (he's only reactive when we're walking towards people but is fine when walking away). We're also working on the reactiveness with our vet. So all in all I'm okay with where we're at.

The problem is that the dumbass two doors down from me has a young puppy (maybe 3-5 months?) and does not walk it on a leash. The first time I saw the puppy, it was while my bf and I were walking to our car and they were in the grass in front of it. The second time, my bf and I were about to go inside our apartment and they were walking by. The puppy ran the few feet up to us wanting pets, and the owner couldn't get him to recall and eventually just walked over and picked him up. She spends about a full minute at the end of her walks going "[Dog], get inside. [Dog]. Inside. Come. [Dog]." so as you can see, the dog is not even remotely obedient. I hear this a few times a day.

She's also begun letting him outside the back of our building which is where the sliding glass doors for all the apartments are so now the puppy's not just a concern when we want to go on a walk, but also at home since my dog can see it out the back window. What's she doing in the back, you ask? "Training." But really she's just repeating "sit" about 10 times before the dog sits and immediately gets back up. She also attempted a few other commands but he didn't list and instead wandered off.

Him running up to us was about a month ago and her attempting to train in the backyard was just a few days ago, and the inability to get him to go inside has been ongoing so she's made extremely little progress in his training. I'm scared to death I'll meet them on a walk and it'll run up to us. It will definitely get hurt and I will absolutely not take responsibility for an unleashed, untrained puppy. I'm not going to talk to her personally because she likely knows he shouldn't be off leash and I don't want to involve myself in case she takes it badly. I reported her to the office already like a week and a half ago, don't know if they did anything but will tell them again today.

I'm so tired of this shit.
