Roommate completely neglects her 3 dogs for days, what should I do?

I'm not sure if this is the right place to post this, but I didn't see any other subs that seemed fitting.

Not to get into the nitty gritty of my personal life but it's relevant. Me and my husband are currently doing a trial separation, so I'm staying with a friend at the moment. Well my friend has a proper roommate, who actually lives there unlike myself. She has 3 dogs. A larger pitmix of some kind, a Jack Russell and a hound mix.

Recently she has been leaving for extended periods of time (24, 48 and 72 hours, without telling either of us or asking if we'd care for her dogs while she's gone. She just leaves randomly and we never know when she's coming back.

Her room is in the finished basement, and when she leaves she locks them downstairs in her "apartment". Seems fine right? Well, they have separation anxiety and will howl, cry, whine and bark if left downstairs by themselves so we have to let them free roam the house. Not so bad, right? Well they piss and shit all over the carpet because no one is here to let them out. (My friend works the typical 9-5, and I work nights)

Over the last month its gotten worse. She'll be gone longer length time and still doesn't tell anyone. As of now she's been home once (for 3 hours) since last Thursday, leaving me and my friend to take care of her dogs. Oh, did I mention I also have a dog of my own to care for.

Well I just heard them crying and whining so I went to let them out as per usual. When they got outside they began to drink water like it was going outta style, leading me to believe they might not have water in the locked basement. I go and check, and sure as shit, no food or water!

My friend's house is getting wrecked by these dogs, and they are being neglected by the roommate. One of his friend's told him to just throw them out the front door, but I would never let that happen - it's not their fault they have a shitty owner. I said to my friend that I would take them to the local humane society that I used to work at as I know it's a no kill shelter.

What would you do in this situation? (He won't boot the roommate so that's not even an option.)
