Picking up this little dude on June 6th and this is the first photo she sent me of him, does he look healthy?

So this breeder has been pretty difficult starting right after I sent her a quarter of the cost to reserve my puppy (golden doodle). She's snippy and just seems miserable all around, he is a bit over 5 weeks old now and I have had to pretty much hound her for a photo. This is the first photo she FINALLY sent, and I am wondering if anyone can tell me what is all over his fur and why does his nose look so crusty? She said that they are just working on weaning them off, is that related? I hope he's well, but I have to admit I am a bit worried.
